Head of RA Cadastre Committee: Work of the Geodesic and Cartographic Activities to be Regulated by Legislative Package

It is proposed by the draft on Geodesic and Cartographic Activities and the enclosed package of drafts to regulate the work of the geodesic and cartographic activities, to set the authorities of the republican and regional administration, the local self-government bodies and other entities of the RA executive power in the sphere of geodesy and cartography, the payments in the field of international cooperation, spatial data, as well as the order of solving the disputes and responsibility for violating the law.

The Head of the RA Cadastre Committee Suren Tovmasyan noted that the package of drafts sets the lists of the creation and the revision of the spatial data, the payments being levied for rendering services referring to that and its use, the privileges, the issues on metadata, as well as it is proposed to introduce infrastructure of the national spatial data, and its element is the national geoportal – the system uniting the infrastructures of the spatial data.

“For the first time the geodesic and cartographic relevant funds were classified,” Suren Tovmasyan said.

It was noted that at present, in practice there are non-regulated relations of creation and use of spatial data, which has become a reason for revising the package of drafts, which are aimed at regulating the spheres of geodesy and cartography, as well as the spatial data.

As the Head of the RA Cadastre Committee assured, the kinds of the payments will be set by the legislative package, which should be levied by the relevant bodies for providing information of the fund of the state spatial data and making use of the services concerning them. New kinds of payments will also be set (they are 12), and its rates vary from 1000 to 80.000 AMD.

“The issuing of the national geoportal will give an opportunity to correct all the mistakes of the first cartography in the country,” Suren Tovmasyan noted.

The Expertise and Analytical Department of the NA Staff presented a series of consideration on the package. The Deputy Chair of the NA Standing Committee Babken Tunyan proposed the Cadastre Committee to discuss all problematic provisions with the NA specialists after the first reading and find appropriate solutions.

The Committee endorsed the package of drafts.

The legislative package was debated at the sitting of the NA Standing Committee on November 9.
